Who can use the services of the Fund?
For using the services of the Fund the members of the Fund and the close relatives previously indicated by the fund member in writing are authorized.
As a close relative count the following categories (paragraph 4/a of section 2 of the Law on the Voluntary Mutual Insurance Funds ):
- spouse, companion
- parents, children, siblings
- linear relative,
- adopted child, stepchild or nurse-child
- adopting parent, step-parent or fosterer.
How the payment of the membership fee is carried out?
Based on the disposition of the fund member, the payment of the membership fee is carried out usually as follows:
- by a direct contribution provided by the employer (employer fee);
- from the net income of the member after taxation (individual member fee).
The great majority of the payments arrives to the bank account of the Fund by bank transfer made by the employer. After the money arrives to the bank account the Fund:
- records the payment on the individual account,
- orders the Ticket Wellness vouchers and debits their price from the individual account,
- arranges that the employee receive the manufactured, personalized vouchers through his employer.
Where can I pay with the Ticket Wellness voucher?
The voucher can be used at those shops and providers, instead of paying by cash who have previously concluded a contract on this possibility with the Fund. In order to reach a countrywide cover of the acceptance of the vouchers, the Health Fund – in its own name or through its subcontractor – concludes contracts with all the companies, organizations or natural persons who may sell products or provide services for the members of the Fund (making by this the network of affiliates). The Fund keeps an updated register on the affiliate partners, the data of which are published for the members – in a printed an electronic form. At the providers who have a valid contract with the Fund a sticker is put on the front door of their shops, indicating that they accept the vouchers.
What shall I do if the member would like to exchange the voucher also at his favourite provider?
The circle of providers having a valid contract with the Fund is continuously extended based on the requirements of the members. Any member can initialize via a letter, an e-mail, by phone or by fax for the Fund to conclude a contract with a provider that is preferred by him for any reason. The Fund does not conclude an exclusive contract with any of the providers; the members are not being forced to use the services of one specific provider.

Is it true that the services of the Health Fund can be used only against vouchers?
Yes, as the members receive the full amount of the Cover reserve in a form of the vouchers, thus, as a general rule, we can state that because the full amount of the Cover reserve is distributed among the members via vouchers, they can use the services of the Fund only if they pay by the vouchers. In other words: if the member pays for a certain service of the Fund (that could have been settled by a voucher) by cash, and afterwards the member send the related invoice to the Fund, the Fund will not be able to pay the amount on the invoice for the member as it is uncovered, due to the fact that the member has already received the money in the Cover reserve in the form of the vouchers.
Is it possible to change from the Fund to another one?
In accordance with the following, the members of the Health Fund can switch from the Health Fund to another one at any time:
- The member submits the statement of entry, validated by the receiving Fund and the switching form for the Health Fund.
- The member makes the Fund take over the member’s personalized vouchers not yet used for any services.
- The Health Fund takes over and checks the vouchers; afterwards, it credits the value of the vouchers to the individual account of the member.
- The Health Fund prepares the member settlement according to the articles of the Fund.
- The Fund transfers the amount on the individual account, together with the settlement, for the receiving Fund.
- There is no switching fee.
How can I step out from the Fund?
After the amount received back from the Fund by the member, he will have an obligation to pay personal income tax (SZJA) and healthcare contribution (EHO). It can be expedient if the member does not step out from the Fund but he spends his full amount at disposal, as only the services of the Fund are tax-free.
What does the member have to do if he would like to step out from the Fund?
- In case the member steps out from the Fund, he submits the step-out form for the Wellness Health Fund.
- The member makes the Health Fund – personally or by an authorized representative – to take over the member’s personalized vouchers not yet used for any services.
- The Health Fund takes over and checks the vouchers; afterwards, it credits the value of the vouchers to the individual account of the member.
- The Health Fund prepares the member settlement according to the articles of the Fund.
- The Health Fund transfers the deducted advance payment of personal income tax for APEH (Tax Office).
- The Fund transfers the amount to be paid for the member to the current account of the member, together with the settlement.
- There is no step-out fee.
What are the consequences if the member purchases a product by the voucher that he should not have?
Based on the personal income tax (SZJA) those fund services are tax-free for which the member is entitled to use (in accordance with the relevant regulations). This also means that in case of using a service the member is not entitled for, the member will have an obligation to pay tax.
The member is not entitled to use a service e.g. when he uses a service for which the valid provisions require to submit a medical certificate and he pays for it by a voucher (e.g. convalescence, medical recreation, device for sight-correction etc.), or if he purchases a non-accountable product (cosmetics, food, sporting clothes, sporting goods, recreation etc.), or if the member spends an amount higher than the limit determined by law, or if he fails to report the close relative.
Amennyiben a tag mégis olyan terméket vásárol, amely nem felel meg a jogszabályi előírásoknak, úgy a pénztár erről írásban értesíti a tagot. A pénztár értesítése alapján a tagnak két választási lehetősége van:
- The member pays back the amount spent for a non-authorized service for the fund by bank transfer before a set deadline.
In the value of the paid back sum the fund will issue again vouchers that can be used again by the member.
Paying back the amount of the non-authorized service means in practice that the member has purchased the product/service that cannot be financed by the health funds, by debiting his taxed income. - If the member fails to do this, based on the valid regulations the fund will have a reporting obligation toward the Tax Office (APEH) (on the non-authorized service) and the member will have an obligation to pay 36% of the value of the non-authorized service as an advance payment of his personal income tax, furthermore, another 11% as a healthcare contribution. Altogether, this will mean a 47% tax payment obligation for the member. (Note: After the products that can be purchased with a taxation obligation, one has to pay only the personal income tax, there is no need to pay healthcare contribution (EHO)).

We suggest for the fund members (and their beneficiaries) to request all the necessary information in advance from the service providers.
Why is the medical certificate so important?
It is necessary because based on the valid regulation certain products and services can be purchased tax-free only against a medical certificate submitted for the health Fund (see the attachment).
The medical certificate
- is issued for the name of the fund member, so the fund member and his close relatives will need medical certificates separately,
- can be issued by any kind of doctors (doctor of the family, company doctor, specialist, etc.),
- it has no expiry date, if otherwise not determined,
- the member has to send the original medical certificate to the Fund,
- the form can be found as the attachment to this information booklet, it can be copied freely or it can also be downloaded from our web page.
In case you do not have a medical certificate, the use of the service will count as a non-authorized use of the service, therefore you will have an obligation to pay tax after the service value.
